I walk by One Shell Plaza nearly every day.

There's 4 flagpoles facing the West at City Hall.

Sometimes, there's 2 flags out there.
Sometimes, there's 4 flags.
Sometimes, there's no flags at all.

Is this some kind of signal from Shell to the Mayor's Office and City Council using Base Four?
